Hazardous Materials Business Plan (HMBP)

Why HMBPs are Required:
If you were issued a hazardous material by the Fire Department (CUPA) you need an HMBP submitted every year. If your facility handles hazardous materials in quantities exceeding the following thresholds, California law requires you to maintain a Hazardous Materials Business Plan (HMBP):

  • 55 gallons of liquid hazardous materials (equivalent to one drum)
  • 200 cubic feet of compressed gas (equivalent to one large cylinder)
  • 500 pounds of solid hazardous materials

What is CERS?
The California Environmental Reporting System (CERS) is a web-based platform mandated by Assembly Bill 2286. It facilitates the electronic exchange of required Unified Program information between businesses, local governments, and the U.S. EPA. Regulated businesses are obligated to electronically report and submit mandatory Unified Program information through CERS.
